Accessing Services

ISS Canada’s social workers are available for free consultation on cases and general consultation on international social services.

Referrals should be sent in writing in English or French.

ISS Canada Intercountry Liaison Services

  • Assistance with individual or family problems in the areas of social welfare, justice, health or education which have international dimensions
  • The need to involve social services in another country for resolution of problematic individual or family situations
  • Information related to international matters of child protection, adoption, services to the disabled and elderly.

Once it has been established that ISS Canada can assist in a case the following information will be requested.

1) Reason for the referral

  • What is the reason for referral to ISS Canada?
  • Who is requesting this information and what is their legal relationship to the case?
  • How will the information from any outcome be used and who will it be disclosed to?

2) Information about persons in Canada

For each family member in Canada we require:

  • Family name and other names
  • Date and place of birth
  • Nationality and immigration status (if applicable)
  • Address and contact details (telephone, email, cellular)

3) Information about persons outside Canada

For each family member outside Canada we require:

  • Country of current residency
  • Family name and other names
  • Date and place of birth
  • Nationality and immigration status (if applicable)
  • Address and contact details (telephone, email, cellular)

4) Background information

  • Please provide a comprehensive account of the child concerned, the family and other significant persons as well as of your agency’s involvement.
  • When and where was the child born?
  • What were the circumstances of the child’s parents at that time and has this changed since (marriage, divorce, etc.)?
  • How did your agency get involved with the child? What were the actions taken and outcomes of these actions?
  • If age appropriate – how does the child perceive the situation and what are the child’s wishes and feelings towards change of the situation?
  • If there are concerns regarding the child’s safety and welfare, please provide sources of information and whether concerns are based on facts, observations, allegations, or opinions.
  • What is the child’s current legal situation in terms of parental responsibility and immigration status (if applicable)?
  • Are the child’s parents / caregivers subject to immigration control in the respective country?
  • Does the child have special needs in terms of disability or difficulties?
  • Are there any special cultural or religious issues?
  • Are the child and the other persons, mentioned above, aware of ISS’ involvement and if so, what is their understanding of the referral?
